ITANAGAR, Apr 14: Chief Minister Nabam Tuki today flagged off 20 subsidized taxicabs translating his ambitious vision of providing gainful employment to the educated unemployed youths while promoting the vast potential tourism sector of this Himalayan state under the CM’s Paryatan Vikash Yojana.

Pointing out that employment generation is the top priority of his government, Tuki issued stricture to the operators to follow project guidelines strictly to be monitored by the department, bank and district administration. However, he encouraged them saying “the sky is the limit as you could own more cabs and even demand a whole tourist circuit in future. That is what my government envisions.”
Though this year the GoAP has sanctioned Rs 3 crore, the fund would be hiked to Rs 5 crore next fiscal to benefit more numbers, Tuki announced.
Appreciating the CM for conceiving the dream project, Tourism Parliamentary Sectary P D Sona said that the selection process was very transparent. He advised the beneficiaries to make the best use of the opportunity by serving with vigour and honesty.
“Be the brand ambassadors of tourism with the seeds of vast tourism tree sown by the CM,” said Chief Secretary H K Paliwal and asked them to suggest ways to accelerate tourism growth.
“Twenty taxicabs are of the first batch of 100 ones for seven districts,” Tourism secretary Sonam Chombay said, while explaining the objective of the project before the CM flanked by MP Takam Sanjoy, Industries Minister Tapang Taloh, MLA Ralom Borang, planning secretary Ankur Garg handed over the keys to the beneficiaries and flagged off the vehicles.
Among the senior officers, Apex Bank MD Tsering Thongdok, Tourism Director Taru Talo and IPR Director Leiky Phunso were present on the occasion.
Govt to soon lift ban on all Govt. transaction of above Rs 5 lakhs

ITANAGAR, Apr 14: The government of Arunachal Pradesh has assured to pay all the pending bills in coming days. While reacting to the demand raised by various organizations for immediate lifting of ban on Govt transaction above Rs 5 lakh, development commissioner (planning and finance) Ramesh Negi informed over telephoned that on Tuesday the department will review the financial situation and if everything is fine, they will lift ban and allow govt transaction upto Rs 25 lakh.
“We had banned all transaction from March 28th to till April 5 because we were running short of fund. The govt of India did not release Rs 600 crore which we were supposed to receive before 25th March. At that time pending bills were worth more than Rs 600 crore. Therefore we stopped all transaction to ensure that govt employees are paid salary in right time and also we paid all medical bills,” said Negi. He added that since then govt has paid all small time contractors whose bills were beyond Rs 5 lakh. “We do care for all small time contractors and for that every section of society. Everybody will get their due share of money which they had invested. They need to bear with us as we are facing some minor financial woes at present,” added Negi. The commissioner also clarified that election notification will not hamper bill payment process.
“During election code of conduct period no new projects can be announced and no inauguration of projects can take place. However all those bills which was pending before the announcement of election code of conduct will be paid,” said Negi. Further he added that from 16th to 31st March, state government disbursed Rs 1600 crore as payment for various projects across the state.
NCTE’s deadline causes concern for untrained teachers

ITANAGAR, Apr 14: The National Council for Teacher Education (NCTE)’s notification published in the Gazette of India on 25th August 2010 and 2nd August 2011 respectively, in which the advisory body clearly notified the minimum professional qualification required for a teacher of the classes I to VIII.
It is said that for the purpose of admission for Diploma in Elementary Education (D.El.Ed) course, the candidates, except who have bachelor degree or a higher degree from a recognized university, will have to take an undertaking that they would produce class XII passed certificate with aggregate 50% marks or above 45% for reserved categories before they declared eligible for receiving the Diploma certificate in D.El.Ed.
The NCTE further set a deadline on March 2015 for the untrained teachers who were appointed after 3rd September 2001 and who do not possess the minimum qualification prescribed by NCTE will have to acquire professional training as per NCTE norm. In its notifications issued to DDSEs, it urged the teachers who have not obtained minimum marks in Class XII to apply for improvement exam.
The NCTE’s unprecedented but truly welcomed move in pursuit of quality education in the entire nation seemingly hit hard on Arunachal Pradesh, as dawn lit mountain state has one of the highest numbers of untrained teachers in the country.
With the introduction of Sarva Shiksha Abhiyan (SSA) the state has numerous untrained teachers, said sources from education department. Sources also informed that there is restlessness among the teaching fraternity as many of them did not possess D.El.Ed course completion certificates, even many are below the 45% aggregate in their +2 passed marks.
Now big question is how would the state education department able to accommodate untrained teachers for D.El.Ed course as there is limited institution in the state.

Roing fighting against water woes

Roing, Apr 14: The coming of monsoon heralds unending woes for the people of Roing town. The Eze River, the primary drinking water source for the town is now flowing with mud, sand, gravels and dirt, which is being directly fed to more than 3000 households.
Residents of Cheta-
“We can’t even use the water in washroom. Once you touch the water, you get allergy and itching in the body,” said one resident of Cheta. Some residents have even complaint of children falling sick after consuming the contaminated water.
Irked by the supply of dirty water, members of Enjalumenda Women’s Empowerment Forum (EMWEF), an active women’s group in the town undertook an inspection visit of the sources of water intake sites, and water treatment tanks.
It was found that the reason for consumers being fed with dirty water was the non performance of Rs 4.4 crore Water Treatment Plant Project situated near Eze River. The project was started in 2001 with the sole purpose of providing safe drinking water.
According to an official source in PHED department, the project was designed to tap 5 Millions Litre per Day (MLD) of raw water from Eme River (tributary of Eze) and to treat 2.00 MLD of water to be supplied as drinking water.
The flood of 2004, however, widened the river bed, and damaged the headwork. Since then the department has been unable to find the alternate source of drinking water.
The 2.2 km long intake channel used by department of Hydropower for generating electricity is being temporarily used as source of drinking water. This has made the quality of drinking water purely at the mercy of nature. During clear weather, the residents get clean water; and during rainy season, the water is muddy.
The Eze River is not the only drinking water source for the town. Several spring water sources lie along the foothills bordering the town in the east. These are perennial sources that provide clean and pure water in all seasons, which is used for VIP colony. Several other spring water source, however, remain unused and water filling tanks covered with thick bushes.

DRDA efforts fail to improve rural infrastructure

RUKSIN, Apr 14: Even after the state government has spent huge amount of money under the District Rural Development Agency (DRDA) in East Siang, poverty status of the rural people in the district has not been improved during the last five years.
Study has revealed that the state government’s efforts on rural developments have failed to improve rural infrastructure and economic status of the poor people as the schemes under DRDA are not properly implemented in the district. It is alleged that a huge amount of fund out of the rural development schemes has been misappropriated by a section of PRI leaders in active connivance of some unscrupulous officials in the department.
Some leading citizens of the district have alleged that the Rural Development Schemes are being implemented under active political interference and consequently benefits of Rural Development schemes like Indira Awas Yojna (IAY), SGSY have not been percolated down towards the poor and needy people.
“Though the fund released under various schemes is shown to have spent on papers, yet the ground reality of achievement is found something different”, they say.
The people further allege that some powerful political leaders select the beneficiaries, allot such benefits to their kith and kin with a view of party benefit and thereby depriving the actual needy and rural poor destitute.
Moreover, the CGI sheets supplied to the IAY beneficiaries by the department is of low quality.
The Rural Development schemes are being implemented through the gram panchayats, but the government is yet to strengthen the Panchayati Raj machinery in the state. The newly constructed Gram Panchayat offices in the district are yet to function for smooth conduct of the panchayat activities. The demand for devolution of power to PRI members for enabling them to levy at least 10 percent royalty on mining and forest products is still unheard by the government.
It is worth mentioning that the state government, under the head of Panchayat department, sanctioned an amount of Rs.1.24 crore for construction of Gram Panchayat office in the district during August 2011 (first phase).

ITANAGAR, Apr 14: State Election Commission (SEC) has rejected the claims of some teachers that they can not and should not be engaged in election duty due to their “service status.”
The State Election Commission examined the claim of the teachers in light of the Supreme Court's verdict of December 6, 2007 which stated that "holding of an election is no doubt of paramount importance but for that purpose, the education of children cannot be neglected".
The Supreme Court in its judgment has further stated that “Right to education being a fundamental right is equally important as right to exercise franchise” and hence, balance between the two must be maintained.

“The State Election Commission being aware of the verdict of the Supreme Court and in order not to hamper or cause any hindrance to the academic interests of the students, has fixed the election dates coinciding with vacation period of schools in the State,” State Election Commissioner K.D Singh, said in an order.
The State Government has declared vacation in schools during the period from April 16, May 31, 2013 and the General Elections for Panchayati Raj Institutions and Municipality shall be completed during the period April 16 to May 21, 2013, it informed.

It was 10th April, 2013, the Nyishi Elite Society (NES) had invited a media team from Itanagar to visit Yazali under Lower Subansiri district where preparation was going on at full swing to host 6th Nyishi Day Celebration, 10th Conference of NES and Silver Jubilee celebration of NES.
The Media team left Itanagar around 7:30 am and reached the “View Point” around 11 am which is almost 40 km distance from Kimin. This “View Point” is located at Potin along the right bank of Panior river (Ranganadi) where NEEPCO Dam was built. And here is a particular point of location in Potin area that facilitates to have entire gigantic view of NEEPCO Dam site from hill top is called “View Point”. A Line Hotel along with a tea stall have also come up here with some space for parking that enables tourists/passengers to have a comfortable short stay and park their vehicles.
As soon as we reached “View Point”, the team members started taking photographs of Dam view which is so magnificent with full of nature’s gift which speaks for itself.
Thereafter, we took our breakfast hosted by Nyishi Elite Society headed by its President, Bengia Tolum. A young boy who works in View Point Line Hotel told me that this hotel earns around Rs. 15,000 per day and another one told me that people do make a halt here at this View Point only to have view of Dam site and in the process they also take rest for a while in hotel where they take rice/breakfast etc.
A tea stall boy told me that he earns good amount from selling both tea and coffee. To me this View Point is gaining popularity with higher potentiality of eco tourism.
But other side of the story of “View Point” is very pathetic. A tourist lodge that has been constructed by concerned department just over the hill top (almost 100 meters away from View Point) is lying in a dilapidated condition with broken window panes and without furniture. There is no approach road and the media team had to walk up to the lodge on foot that too through hilly track.
Concerned department must know its story and its pathetic condition and how much money has been spent. It will be a point of attraction for tourist and traveller if it comes into service but when?
One day, this “View Point” will surely occupy a distinctive place in the history of Arunachal tourism because a Nyishi Mythology with rich cultural heritage has also been evolved near “View Point” where require infrastructure is coming up shortly to facilitate easy access of visitors, tourists and scholars. That way, this “View Point” will become favourite tourist spot for both eco and cultural tourism.
Thereafter, we proceeded to Yazali where preparations to host the 6th Nyishi day celebration, 10th Nyishi Elite Society Conference and conclusion of year long silver jubilee celebration of NES was going on in full swing.
In fact 19th April 2013 would be the most eventful day in the history of Nyishi tribe because on this day 3 events are being simultaneously celebrated at the same venue on the same day.
And gracing of such eventful occasion by a leader of a community -
And, still I do miss my pleasant moment and gigantic NEEPCO Dam view along the Panior valley that I enjoyed for a moment with my friends on 10th April 2013.
The first ever SHG general meet cum mela held at Roing
ROING, Apr 14: The first ever SHG general meet cum mela of the district with the theme, “The Role of Women key to Agriculture & Rural Development” was held at Central Rekho, Cheta Village, Roing today.
Attending the programme ADC W Tikhak exhorted the people to show hospitability to the outsiders, especially to the tourists as the district has got lots of future prospect and tourism potentials.
NABARD Deputy Manager Regional Office, Itanagar K Vaiphei also exhorted the members of SHGs to work harder informing that there is vast scope for NGOs and SHGs in future and to do something good for the welfare of the society and the area.
R K Paul, Secretary AMYAA through PowerPoint presentation highlighted about the conceptual background of Self Help Groups. He proposed for setting up of a community based centre at Roing for giving training to the SHG members. He also called for coordinated efforts of all the line departments, NGOs and SHGs.

Popi Barak, Mahila Shakti Kendra, Baripala (Assam) highlighted about the concept of SHG Federation , the need for formation of SHG Federation and about how to enhance and systematize the functioning of SHGs in the district.
Amey Linggi, Anchal Chairperson Roing also shared about the role of women in agricultural and rural dvelopment. Gulapsi Manyu, BDO Roing and Bilai Meitey, Secretary of Tezu based NGO also spoke and shared their ideas during the meet.
Suroti Linggi, APO (Credit) DRDA informed that 61 SHGs under SGSY exists in the district. She also infromed that due to shortage of fund, subsidy and revolving funds could not be provided to all the SHGs. However, she said that the future prospect of SHGs are bright as the Govt. is planning to implement National Rural Livelihood Mission from the year 2014. She further exhorted them to produce easily marketable products.
Members of SHGs also shared their ideas, experience, success stories and failures during the meet. It was revealed from their sharing that the SHGs are active, enthusiastic and have lots of potentialities in the beginning but it slowly dies down as it progress and ultimately many SHGs become defunct. It was may be due to lack of systematic follow up from the Govt Departments/Agencies/ NGOs or due to lack of consistency among the group members.
Altogether members of 22 SHGs attended the general meet cum mela and put up stalls of self made mushrooms, dry flowers, pickles, traditional attires, green vegetables, etc. Earlier, the chief guest inaugurated the Mela by cutting Ribbon in presence of NGOs and SHGs members.

ALSU tears apart state Govt for banning Govt transactions
ITANAGAR, Apr 14: Arunachal Law Students Union (ALSU) has demanded the State Government to immediately lift ban on all Govt. transaction above Rs 5 lakhs.
ALSU claimed that the local C and D class contractors have been the worst sufferers of the ban.
Criticizing the state government for presenting deficit budget for two consecutive years, ALSU questioned the relevance of appointment of numerous vice chairmen and chairmen in various departments at the expense of Govt. exchequer.
While appealing to the state Govt. to maintain the principle of equal pay for equal work, ALSU appealed youths, senior citizens, public leaders, students unions and civil societies to come forward and support for peace rally for immediate lifting of ban all govt. transaction above Rs 5 lakh. ALSU also alleged that big time contractors along with kiths and kins of ministers, MLAs and officers who all have become contractors were paid before the announcement of suspension of bill.
“After all of them received their share of money, govt banned transaction. This action shows that state govt is least care for small time contractors,” stated ALSU President Tadar Tarish.
The union also questioned how state govt is planning to organize municipal and Panchayat election when they are not able to make payment to class C and D contractors. The All Nyishi Youth Association has also demanded for immediate lifting of ban before the election notification is issued. ANYA threatened to launch democratic process if their demand is not met.

Through your esteemed daily would like to share few things in regards to attitude of the government officers. The ordinary people and students sometimes visit their offices for attestation. But their response is very bad. My question to them is “Why to show off your rude and brutal attitude? Don't you remember you are public servant and supposed to serve us, not to rule us and act like a king? Most of the officers tend to excuse by saying "humara ka paas time nai hain", but still they have time for chai pani' and gossiping with colleagues. Would you please, sphere little time for us instead of entertainment? They tell us, "Attestation idhar nai hota haai na,dusra office me jao". We move to next office, shit, again same response. Now tell me where do I need to go and who do I approach? Why such behavior, because you are not getting money for attestation, right? If it is then tell us frankly and let us know the price?

There is life beyond engineering and medical
Dear Editor,
Through the column of your esteemed daily, I would like to draw your attention towards the condition which majority of the students are undergoing these days. Just few weeks ago the students appeared in board exam but even before they could take a little breath, then came the entrance exam. On 7th April, 2013, students gave JEE MAINS which is the only gateway to engineering exam in India. Though unlike earlier days this pattern has checked the number of exams, but at the same time it has compelled the students to give their best in one go. There is no any second chance!! And if a student performs very poor, he can rarely expect to be eligible to sit for writing the JEE ADVANCED, which is a gateway to prestigious IITs, NITs, etc, the dream college of many. In these circumstances the students need to be cool and not nervous. Though the competition is very tough one should always keep a hope. Depression and anxiety is normal, so try to be positive and optimistic. The parents should also avoid applying any sort of pressure on their wards and never compare them with those peers who performed well. It’s the time to be relaxed and ready for the next fight. And most importantly the students should never compromise with their health.And lastly one should be very flexible since other than engineering and medical, there are lots and lots of bright careers waiting for you ahead!!

We all know that Panchayat election can be termed as battle field among brothers who fights in uncivilized villages of our state for theirs candidate. This is the period where family dispute arise, happy living villages are ruined and even life threatening situation is witnessed.
Govt. of Arunachal Pradesh and election commissioner should establish more health centre, dispensaries and keep doctors on alert as causality is expected more in coming election in some uncivilized area of the state.
Wine shop owners are expected to become rich instantly and private pharmacy would make more money if there is any causality. We should not let alcohol overcome our morality. Dear people of the state we should make our sense work regarding election and let election not turn into battle zone.
